Description
This is modification 1 to the synopsis entitled NASA Aircraft Fleet (NAF) Heavy Maintenance and Engineering Contract(NNJ06123069R) which was posted on June 13, 2006. You are notified that the following changes are made: The date of anticipated release of the Request for Proposal (RFP) and the date for questions have been extended. The description of the work that was synopsized has been amended as well. The revised description of work and extended due dates are covered in the text below. Please replace the previous language in the synopsis with the language incorporated below. NASA/JSC plans to issue a Request for Proposal (RFP) for aircraft inspection; scheduled and unscheduled maintenance; Aging Fleet inspections; structural inspections and repairs; engineering services, including sustaining engineering in support of aircraft modifications; field services, field team maintenance and rapid response Aircraft on Ground {AOG} repairs; parts provisioning; aircraft painting; and prolonged aircraft storage on the NASA Aircraft Fleet (NAF). Engineering requirements shall include a full range of aeronautics-related engineering disciplines including structural, mechanical, aeronautical, and electrical engineering. The intent of this contract is to cover work that exceeds the capacity, capability, or, facility of NASA and its support contractors. The contractor is to provide all labor facilities, materials, tooling, and equipment necessary to perform NAF maintenance services. Facilities requirements include a secure maintenance hanger and a paint facility capable of totally enclosing the specific NASA type aircraft in work. The anticipated period of performance for this contract will be a 3-year base with (2) 1-year contract options. The contract will be a Time & Material, and Firm Fixed Price Indefinite Delivery Indefinite Quantity type of contract. The NAF includes B-747's, a B-757, DC-9's, DC-8's, G-1159/G-1159B (GII/ GIII) and a B377SGT (NASA Super Guppy Transport) which operate as either Public Use Aircraft or as Federal Aviation Administration (FAA) certified aircraft. NAF engine configurations include Pratt & Whitney JT9D-7, Pratt & Whitney JT8D-9, Rolls Royce RB211, Rolls Royce Spey 511-8, General Electric CFM-56, and Allison 501-D22C with Hamilton Standard 54H60 propeller series engines. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 488190 and $6.5M, respectively. The anticipated release date of RFP NNJ06123069R is on or about October 19, 2006 with an anticipated proposal due date of on or about December 14, 2006 All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/JSC Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=73 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
