- NASA/LaRC has a requirement for a Model Rotorcraft Testbeds Data Multiplexing System. The system shall permit the acquisition of up to 256 channels of rotating blade sensor data on the ARES and GRMS model helicopter rotor system testbeds, which are used in the Transonic Dynamics Tunnel and the 14x22-ft Subsonic Wind Tunnel located at NASA Langley Research Center. NASA/LaRC intends to purchase the items from MOOG Components Group as the only known responsible source. MOOG is the sole provider for a commercial off-the-shelf fiber-optic rotary joint with embedded conventional slip rings, which is a critical component of the data multiplexing system. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement. The Government intends to acquire a commercial item using FAR Part 12 and Part 13.5. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 1, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
