Description
This is a sole source combined synopsis solicitation for non commercial items (non-personal services) issued by Washington Headquarters Services Acquisition and Procurement Office (WHS A&PO), Washington DC. This document was prepared in accordance with FAR Part 13, Simplified Acquisition procedures. WHS A&PO intends to issue a sole-source purchase order under the Simplified Acquisition Procedures for support for the Technical Activities Programs of the Federal Facilities Council (FFC). The proposed contract action is for a one year contract with four option years. The National Academy of Science (NAS) is a congressionally chartered non-profit agency that worked with National Research Council to perform a long-term study for the Federal Facilities Council (FFC). This proposed contract action is authorized in accordance to FAR 6.302-1, the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, therefore full and open competition need not be provided for. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five business days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. National Academies is uniquely qualified to provide support for the Technical Activities Programs of the Federal Facilities Council. The acquisition is intended for support for the Technical Activities Programs of the Federal Facilities Council (FFC). This is not a Request for Quotation, nor is it an announcement of a forthcoming solicitation. Requests for copies of a solicitation hereto will not be honored or acknowledged. All timely responses will be considered solely for the purpose of determining whether or not it is advantageous to the Government to conduct a competitive procurement; no award will be made on the basis of any response to this notice. A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. This electronic solicitation is the only solicitation being issued. A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number is HQ0034-06-R-1052-2. The NAICS code 541690 applies to this solicitation. The item description is as follows: The FFC has a membership consisting of 26 Federal agencies of which the Washington Headquarters Services (WHS) is a member. The program is designed to address the needs of the sponsor agencies by identifying and advancing technologies, processes, and management practices that improve the planning, design, construction, management, operation, and evaluation of federal facilities and enable more effective utilization of limited resources. Elements of the Year 2000 program includes: Initiating a National Research Council Advisory study on Capital Project Investment Decisions. Formulating and publishing one information study on Deferred Maintenance Reporting. Convening two conferences and publication of proceedings report. Technical and administrative support for the activities of the FFC's standing committees. The National Academy of Science (NAS) is a Congressionally chartered non-profit agency.
