Description
The Department of Homeland Security, Customs and Border Protection is issuing a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation, Subpart 12.6 ? Streamlined Procedures for Evaluation and Solicitation for Commercial items-as supplemented with additional information included in this notice. This announcement is the only solicitation; Quotes are being requested, and a written solcitation document will not be issued. This solicitation is a Request For Quote (RFQ) incorporating provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-12, dated August 4, 2006. The North American Industry Classification System (NAICS) code is 334516, with a size standard of 500 employees. DESCRIPTION: Environmental Test Chamber with temperature and humidity controls. The equipment will be used for textiles and paper testing in accordance with AATCC and TAPPI methods, respectively. CBP requires that the instrument be name brand ?CARON? and will only accept offers from authorized resellers of CARON, due to CBP has previously purchased and placed CARON Environmental Test Chambers within other CBP laboratories and CBP requires that in order to maintain administratively transferred samples to other field laboratories for testing. By acquiring and using the same CARON Environmental Test Chamber allows for more uniformity and consistency of the protocols set forth by the selected test methodology for the samples conditioned via this chamber. The following specifications are required for the CARON Environment Test Chamber with accessories: 1)The work space shall be 30 cubic feet. 2) Temperature and Humidity ? the requirement for conditioning is 50+2% relative humidity and a temperature of 23degrees + 1 degree C, and the requirements for preconditioning are 10-35 % relative humidity and not over 40 degree C. 3) A chart recorder (NIST traceable) shall be capable of charting the above temperature and humidity ranges and increments. 4) The chamber must allow access to the interior via glove port holes, without opening any doors (mandatory requirement). 5) It shall have a condensate re-circulating system with an in-line filter cartridge and re-circulation pump. 6) The shelving shall be of stainless steel wire rod to allow for air circulation. 7) HFC refrigerant shall be environmentally friendly. 8) The electrical requirements shall meet 115V/25A/60HZ. 9) The exterior dimensions shall not exceed 42? W x 40? D x 93? H. 10) A warranty of at least 1 year parts and labor. 11) Manufacturer shall provide installation. 12) All quotes must include freight charges to CBP, Southwest Regional Science Center, Leland Federal Building, 1919 Smith Street, P2-Rm. 2320, Houston, TX 77092. All quotes must list DUNS number and Federal Tax ID Number (TIN). All offerors must be registered in the Central Contractor Registry (CCR) at the time of award and must accept payment via Electronic Funds Transfer (EFT). Award will be based upon the lowest price, technically acceptable offer. The following FAR and HSAR clauses and provisions apply: 52.212-I, Instruction to Offerors-Commercial; 52.212-4, Contract Terms and Conditions; Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders; Commercial Items with the following clauses checked: 52.222-19, 52.222-21, 52-222-26,52-222-35, 52-222-36, 52-222-37, 52-225-3, 52.225-13, 52.232.33; additionally FAR 52.222-20 Walsh-Healey Public Contracts Act, 52.244-6 Subcontracts for Commercial Items, 52.253-1 Computer Generated Forms and HSAR 3052.209-70, Prohibition of Contracts and Corporate Expatriates shall apply.
