- NAICS Code: 541620 This is a combined synopsis/solicitation for the purchase of commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-KS-06-00021 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in eff ect through Federal Acquisition Circular. This requirement is "Full and Open Competition" with a NAICS Code of 541620 (Environmental Consulting Services), and a size standard in millions of dollars $6.5. The description of the commercial item is for wetland delineation field testing study and reads as follows: CLIN 0001, Wetland Delineation Field Testing Study of Four (4) Sites. At least two sites will be located within EPA Region VII states (one likely along the Missouri River near within a 200 mile radius of the Kansas City Metropolitan Area) and one site within EPA Region VIII (possibly along the James River in North Dakota). The location of the fourth site could be in either Region. EPA will provide a final list of the four (4) sites to the contractor to be sampled for this project by November 1, 2006. Quoter shall submit quote for completing the entire job as outlined in the Scope of Work. CLIN 0002, Option to Increase the Wetland Delineation Field Testing Study. The Government has the option to increase the wetland delineation field testing study for up to four (4) additional sites. If more than thirty (30) days remain in the contract period of performance, the Government, without prior written notification, may exercise this option by issuing a contract modification. To exercise this option within the last thirty (30) days of the period of performance, the Government must provide to the Contractor written notification prior to that last thirty (30) day period. This preliminary notification does not commit the Government to exercising the option. Quoter shall submit a unit price quote for completing up to four (4) additional sites. All interested firms shall contact the Contracting Officer James E. Price by e-mail (price.james@epa.gov) or at (913) 551-7239 to obtain an electronic copy of the Scope of Work. The project period of performance will be September 30, 2006 through December 1, 2008. Acceptance will be at destination. FOB point is destination. The selection resulting from this request for quotation will be made on the basis of the lowest priced technically acceptable quote from responsible quoter who meets the minimum contractor qualifications shown below. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter that demonstrates that they meet the Minimum Contractor Qualifications or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be mailed and are due on September 28, 2006 at 12:00 PM Central Standard Time (CST). along with the completed representations and certifications, providing the business size, e-mail address, Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.203-6, 52.219-14, 52.222-3, 52.222-19, 52.222.21, 52.222-26, 52.222-35, 52 .222-36, 52.222-37, 52.222-39, 52.225-13, and 52.232-33. Minimum Contractor Qualifications: 1. Knowledge and experience in hydrology, including but not limited to, stream hydrology, groundwater interactions, surface water runoff and precipitation data. 2. Has knowledge of installation of continuously reading piezometers and rain gauges, and how to read and interpret data provided by these instruments. 3. Has soils knowledge to be able to accurately observe and rigorously interpret field indicators found in the soil, based on soil profile descriptions. 4. Has knowledge of geology to be able to interpret landscape position of wetlands, potential sources of water, and surrounding geomorphology. This will also aid in the most advantageous placement of piezometers. 5. Can accurately identify representative plant communities and individual plants, and must be able to compute relative dominance for plant species found at sampling sites. 6. Must have Corps 1987 wetland delineation manual training and experience. 7. Must be knowledgeable about wildlife and potential correlations with wetland hydrology. 8. Must be able to analyze data on hydrology, soils, vegetation and other observations, and draw valid conclusions. 9. Must be able to communicate well in writing to prepare a scientific study report that is understandable yet concise. 10. Must provide a copy of a recent hydrologic report that the contractor has prepared. WETLAND DELINEATION FIELD TESTING STUDY SCOPE OF WORK CAN BE OBTAINED BY CONTACTING THE CONTRACTING OFFICER
