- NASA/MSFC plans to issue a Draft Request for Proposal (DRFP) on or about September 22, 2006, to seek industry comments for a competitive solicitation for support services to Marshall?s Office of Strategic Analysis and Communications (OSAC). It is anticipated that an industry briefing will be conducted on or about September 27, 2006, at MSFC in Huntsville, Alabama. Draft RFP Clause L.11, INDUSTRY BRIEFING, contains information on the industry briefing. After the industry briefing and a comment period, a Final RFP (FRFP) will be issued. All qualified small businesses may submit a proposal to the FRFP, which shall be considered by the Agency. This requirement is a follow-on to NAS8-02047 (AI Signal Research, Inc.) and NNM04AA56D (Analytical Services, Inc.). In addition, requirements to fill existing communication gaps will be included in this procurement action. The Contractor will be responsible for providing a variety of administrative, logistical, and technical support services for Marshall?s OSAC. Contractor support services include Strategic Research & Analysis, Communication Strategy, Planning & Message Development, and Communications Services & Product Development/Delivery. The Government contemplates a cost plus incentive fee type contract with indefinite delivery/indefinite quantity task orders issued to procure those services that cannot be predetermined or quantified in advance of contract award. The period of performance totals approximately 4 years and 11.5 months. It is anticipated that the base period of performance will be from February 15, 2007 through January 31, 2008, with four additional one-year option periods. The Government does not intend to acquire a commercial item using FAR Part 12 (See Note 26). The Government has designated this procurement as a 100% set-aside for small business concerns (See Note 1). The NAICS Code and Size Standard are 541710 and 1,000 employees, respectively. The DPAS Rating for this procurement is DO-C9. An ombudsman has been appointed ? see NASA Specific Note ?B?. The anticipated release date of the FRFP is on or about October 13, 2006, with an anticipated offer due date on or about November 13, 2006. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
