- The Agency of Health Care Research and Quality (AHRQ), Center for Primary Care, Prevention and Clinical Partnerships, through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 6 month sole source contract using simplified acquisition procedures to Consumer Union, 1666 Connecticut Ave., Suite 310, Washington, DC 20009. The anticipated date of award is 08/24/2006. The purpose of this contract is a pilot of a public health and public education project to help enhance the public's awareness of preventive care services. This contract is for a pilot of a public health and public education project that would leverage Consumer Report’s expertise, publications, and unique online tools to: Enhance the public’s awareness of the Task Force’s recommendations and analyses; Improve the public’s understanding of preventive care services; Help consumers navigate their choices and decisions regarding preventive care. The contractor shall develop written and online material that “translate” for a consumer audience the Task Force’s analyses and recommendations for one or two preventive care services, adding context and decision support tools. This will include user needs and test several platforms for this material. The contractor shall comply with the AHRQ Publications and Communications Guidelines and Specifications as appropriate. The purpose of the pilot is to: Test the concept; Work through technical issues; Try out various ways the content can be presented and packaged both in print documents and for Web/Internet use and viewing/downloading; Evaluate the work done and develop recommendations for development and implementation of future products based on findings during the pilot. The Contractor shall perform the following activities and deliverables: Initial meeting between AHRQ project staff and CU staff to lay out scope of work, process, and deadlines. Deliverable: Minutes submitted to P.O. Due Date: Within 2 weeks Define user needs and context, as well as evaluate technical needs and feasibility. Due Date: Within 4 weeks Monthly conference calls for progress report and feedback. Deliverable: Minutes submitted to P.O, Due Date: Ongoing Selection of prioritized topic(s); Due Date: Within 4 weeks Evaluate pros/cons of adding the cost or cost range of preventive care procedures/screening and services to presentation of the task force’s recommendations and scientific assessment. Deliverable: Submit written recommendation to PO Develop concepts for online tool Develop and submit mock-ups of Web-based tool Deliverable: Submit mock-ups to PO Due Date: Within 12 weeks Develop several mock-up pages of CR.org/health that would feature the preventive care content Due Date: Within 20 weeks Draft booklet and summary 2-pager from one prioritized USPSTF recommendation. Will be designed in PDF format. Write and lay out sample one page Consumer Reports or Consumer Reports on Health piece based on one prioritized USPSTF recommendation. Deliverable: Submit two copies to PO Due Date: Within 5 months Meet with AHRQ staff in Rockville, Md. to present initial results. Deliverable: Minutes of meeting; Due Date: Within 6 months Make refinements based on input from focus groups and AHRQ, submit final results to AHRQ Deliverable: Submit 2 copies of final report to PO Due Date: February 1, 2007 Submit recommendations for development and implementation of future products based on findings during the pilot, including electronic interactive applications; Deliverable: Include recommendation in final report submitted to PO; Due Date: February 1, 2007 The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 15 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
