- Western Area Power Administration intents to negotiate a sole source contract for Transmission Security Management (TSM) Licenses under the test program for commercial items, Federal Acquisition Regulation (FAR) Subpart 13.5. GE Energy Management Services Inc. developed the proprietary TSM software system which is part of the Supervisory Control Data Acquisition (SCADA) that has been used for the last 24 years by various offices within Western Area Power Administration. In order to maintain our present system the TSM Licenses need to be expanded. The North American Industry Classification System (NAICS) for this is 541511 and the business size standard is $23 million. The contract is to supply the following: TSM License Expansion to 5000 buses. This notice is not a request for quote/proposals. However, all interested parties may identify their interest and capabilities by emailing the Contracting Officer, Frances Gutierrez at gutierre@wapa.gov or by faxing 970 461-7377, no later than 10 days after this notice is published. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information hours are 7:00am to 3:30pm MST, Monday through Friday.
