- The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis, Preparation of purified HIV viruses and HIV-infected cells for high resolution electron microscopy, with Imquest Biosciences Inc, 7340 Executive Way, Frederick, Maryland 21704. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541380 and the business size standard is $11M. The purpose of this requirement is to provide highly purified AIDS viruses for use in efforts to understand the structural basis of virus function and viral entry. These studies are expected to provide valuable information for design of vaccines against AIDS. The preparation of purified HIV viruses and HIV infected cells must be performed under controlled conditions. Imquest Biosciences, Inc is the only source known to the NCI that can provide purified viruses that must meet stringent specifications for purity and concentration and are suitable for high resolution electron microscopic analysis, as well as being performed under controlled conditions. This includes specifications of <5% contamination from microvesicles, concentrations > 10**11 virions/ml, and protocols that ensure that viruses have been through only round of infection, and not multiply passaged. As infected cell preparations need to be transported to NCI within one hour of inactivation, in order for processing for electron microscopic experiments, Imquest Biosciences is located within the one (1) hour time frame. This requires close co-ordination of experiments at the vendor site with NCI lab personnel working on the cells, and requires close physical proximity of the vendor to the NCI laboratory. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 pm EST on September 25, 2006. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to holdcram@exchange.nih.gov. It is the vendor?s responsibility to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration/certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
