Description
THIS SPECIAL NOTICE IS NOT A REQUEST FOR A PROPOSAL. A COMPETITIVE SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung and Blood Institute (NHLBI) intends to negotiate on a sole source basis with Battistello Consulting in Elkridge, Maryland for a five-year contract for Facilities Management/Consultant Services. The primary function of this award will be to utilize an expert consultant to provide timely interaction both written and verbal to the NHLBI on any space/construction related issues. The National Heart, Lung and Blood Institute (NHLBI) coordinates and directs a wide range of activities of basic and clinical scientific research programs within the Division of Intramural Research (DIR). These activities include research in areas such as heart and vascular disease, normal and abnormal cardiovascular and hematologic physiology, genetic studies, cellular and molecular biology, cell signaling, biophysics and biochemistry and other applied and clinically-related research interests. The consultant will provide an intimate knowledge of ongoing relocation/construction/renovation processes that affects the institutes? laboratory facilities. The expert consultant will provide timely recommendations to the Division of Intramural Research Scientific Director (SD) and the Chief of the Intramural Administrative Management Branch (IAMB) on any space related issues/concerns. The Scientific Director and the Chief, IAMB will evaluate the recommendations and will make the appropriate decision relative to the information. Battistello Consulting currently coordinates and manages approximately 24-26 space and facilities projects totaling more than $14M. Several complemental projects will be initiated within the next year. These projects total approximately 100,000 square feet. Battistello Consulting?s expertise and years of experience are invaluable to the successful completion of the ongoing projects. The firm has been intimately involved with the planning, designing and negotiating phase of each of these projects. The Facilities Manager/Consultant will work with the scientists, Project Officers, Project Managers, other institute Facilities Managers and the NIH Space and Facilities Office in completing their current duties. A change to the Facilities Manager?s designation at this time would severely jeopardize the intended outcome of the $14M funding allocated thus far. The contractor?s current relationship coupled with Battistello Consulting?s years of knowledge and direct experience with NIH and the NHLBI is critical as well as invaluable to the overall success of these projects. In order to ensure the timely completion of the ongoing and upcoming tasks, DIR/NHLBI requires the continued assistance of Battistello Consulting to manage, track and monitor these renovations. This special notice is not a request for competitive proposals. The North American Industry Classification System (NAICS) code for this acquisition is 541611. The small business standard is: average annual receipts for the past three years may not exceed $6,500,000. However, interested parties may identify their interest and capabilities in within ten (10) calendar days after publication of this synopsis. A determination by the Government not to compete this contract modification based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
