Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Office of Acquisitions (OA) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Sequenom, Inc., 3595 Johns Hopkins Ct., San Diego, CA 92121. This purchase is to trade-in the Biflex III for a Compact Analyzer Mass Spectrometer, to upgrade the MassArray from Typer v3.1 to Typer v3., and to purchase a new MassArray RT Workstation. The Mass Array system is used to analyze single nucleotide polymorphisms and is trademarked and patented. The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and specifications of the equipment; 2) qualifications of personnel; and 3) past performance. The sole source determination is based upon the fact that the parts and accessories for this system are only available from the manufacturer and there are no authorized distributors for their products. This new equipment must be compatible with other Sequenom MassArray equipment. In order to comply with the warranty of the Mass Array System the required parts and supplies and maintenance must come from the patented manufacturer. Awarding this purchase order to another organization would result in cancelling the warranty on the equipment and threatening the investment already made by the government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities for use in future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
