Description
Background: The National Institute of Environmental Health Sciences (NIEHS) is one of 27 Institutes and Centers of the National Institutes of Health (NIH), which is a component of the Department of Health and Human Services (DHHS). The mission of the NIEHS is to reduce the burden of human illness and disability by understanding how the environment influences the development and progression of human disease. To have the greatest impact on preventing disease and improving human health, the NIEHS focuses on basic science, disease-oriented research, global environmental health, and multidisciplinary training for researchers. LOCATION: NIEHS is located on 375 rolling acres of rhododendron, oak and pine in Research Triangle Park (RTP). RTP, a science and technology hub was created by the state of North Carolina between Raleigh, Durham and Chapel Hill. Objective: The purpose of this RFI is to determine potential sources to acquire various space planning support services that are not available through in-house staff, due to staffing limitations, but are an integral part of the services provided by the Facilities Operations Branch. The contractor will have frequent contact with the project officer who is responsible for all work accomplished under this contract. Adequately fulfilling the requirements of this contract demands frequent on-site visits by the contractor for the purpose of attending project meetings, making design presentations, overseeing installations, taking field measurements, installing systems furniture, etc. The location of the contractor employees should be in close proximity to the NIEHS site, which is located at 111 TW Alexander Drive, Research Triangle Park, North Carolina. Travel expenses to and from NIEHS and the contractor site will not be funded under this contract. Due to varying workloads throughout each year, the contractor who is awarded this contract must be able to handle multiple concurrent projects with existing staff. Capability Statement: The contractor will maintain and update architectural floor plans that accurately reflect the location of partitions, room assignments and associated square footage of the space. This will be done utilizing AutoCAD and Archibus software. All drawings will be updated within 90 days of a request from the Project Officer. Partition drawings will be field measured and verified with wall locations accurate to within +/- .25 inches. As a part of this contract, the contractor will coordinate with the Project Officer and provide expertise necessary to accomplish various space planning projects throughout NIEHS. The services to be provided by the successful Offeror as a part of this contract include but are not limited to: surveys, studies, reports, design options, cost estimates, specifications (including finish selections, furniture selections (from Federal Supply Schedule vendors), furniture layouts, materials lists, etc., schematic, installation and final drawings (including electrical, telephone and computer outlet locations) (paper copies and graphic copies on CD drawn in the most recent version of AutoCAD with Archibus FM and utilizing NIEHS CAD & NIEHS Furniture Standards), project management, inventory management of NIEHS systems furniture, furniture installations, reconfigurations and/or relocations; and other space planning support services. The ideal capability statement will demonstrate and exhibit the respondents experience with, but not limited to, the following: Design expertise required for developing new layouts for reconfiguring and/or replacing existing systems furniture and associated renovations and for selecting and specifying furnishings, finishes, etc. Qualified installers available to install and/or modify systems furniture to accommodate approved designs. Contractor is required to maintain an accurate inventory of systems furniture components available in the NIH storage area. Project management expertise for coordinating various phases of projects associated with tasks completed under this contract. Computer Aided Design expertise for developing and maintaining facility drawings utilizing AutoCAD and Archibus FM. Note: Work specified shall not include major construction such as wall demolition or construction, electrical demolition or installation, plumbing, HVAC, etc. Projects require the contractor to develop, revise and maintain Computer Aided Design drawings of new or renovated facilities. Projects involving major construction will require that the contractor update the existing master drawings to reflect the changes. NAIC is 561790 - Other Services to Buildings and Dewellings The objective of this RFI is to obtain capabilities statements, based upon the requirements outlined above, from all (large and small) businesses interested in this opportunity. Respondents should identify any information they consider to be sensitive or proprietary. Responses will assist the Government in determining whether to set-aside, restrict competition in some way or solicit offers from all responsible sources. Identify your interest in either being a Prime or Subcontractor for this requirement. Should the procurement be set-aside for small business, FAR clause 52.219-14 Limitations on Subcontracting (DEC 1996) will apply. All interested businesses are hereby invited to submit a capabilities statement of no more than Seven (7) pages (not including past performance information) to demonstrate their ability to provide the services outlined above. The capabilities statement should be tailored to this request and identify the source(s) capabilities to complete the requirements listed above, including information on key staff experience, a description of experience with similar projects, and present and past performance information. For each reference listed include the name of a contact person, telephone number, e-mail address, type of contract awarded and date. In addition to addressing the requirements listed above respondents must provide information concerning gross revenue, number of employees in company, number of years in existence and primary focus of business. In order for the NIH to assess acquisition strategy and set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contact, telephone numbers, fax numbers, e-mail addresses, prime or sub-contractor interest, and identifies the company as one or more of the following: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; (6) veteran-owned small business; (7) service-disabled veteran-owned small business, or (8) large business. Please note: This Sources Sought/RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this Sources Sought/RFI or otherwise pay for the information requested. Response to the request will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract.
