Description

The Department of Homeland Security, Immigration and Customs Enforcement (ICE) intend to award a Purchase Order to Honeywell International, Inc. for services to install fiber optic cabling to connect offices to the Puerto Rico Port Authority Systems. The Government intends to negotiate solely with Honeywell International, Inc. Pursuant to 41 U.S.C. 253(1) as cited in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Therefore, Honeywell International, Inc. is the only responsible source that can immediately satisfy the Governments requirement and has the qualifications to justify the exception to Full and Open Competition under 41 U.S.C. 253( C) (1).
