Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 6.301, 10 U.S.C 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Air Force Institute for Operational Health, Applied Technology Center (AFIOH/ATC) will procure Idaho Technology testing kits for the Joint Biological Agent Identification and Diagnostic System (JBAIDS) direct support of FY06 Modernization Division, Office of the Surgeon General funded project. The procurement of lyophilized (dried down) testing kits and reagents for the following pathogens/toxins: Vibrio cholerae, E.coli 0157:H7, Salmonella spp., Shigella spp., and Campylobacter spp.. The testing kits will be used specifically on the JBAIDS which has been chosen by the Air Force to be one of the analyzers listed on the Homeland Defense Laboratory Response Team (HLD LRT) allowance standard (886B). This provides Air Force with the latest in biological warfare detection systems. These field-ready testing kits will be tested in various food, water, and clinical matrices. Idaho Technology Corporation develops and markets biological detection systems based on its field deployable lightcycler capabilities in a ruggedized format known as the JBAIDS. The JBAIDS allows for field identification of possibly dangerous pathogens quickly, safely, and accurately. These instrument systems, tests, and reagents are marketed directly by Idaho Technology and for a wide variety of applications, including Biodefense tests, pharmaceutical research and development, life science research, and industrial testing for food safety and quality control. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular http://farsite.hill.af.mil. The following provisions/clauses are applicable: 52.212-1, Instructions to Offerors?Commercial; 52.212-2, Evaluation?Commercial Items -- Award will be based upon providing the products and price; 52.212-3, Offeror Representations and Certifications?Commercial Items; 52.212-4, Contract Terms and Conditions?Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items; and 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items.
