- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is F2FF29PRC150C is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. This acquisition is set aside for small businesses. The associated NAICS code is 334220 with a maximum of 750 employees. The contractor shall provide all labor, equipment, materials, tools, parts and shipping costs necessary for delivery. The work to be performed includes, but not necessarily limited to the following: delivery of two AN/PRC-150C HF-SSB/VHF-FM manpack transceivers or equivalent. An equivalent offer must include technical specifications and physical characteristics. As a minimum, all offers shall contain the following technical specifications: Frequency Range 1.6 to 59.999 MHz; Net Presets 75, fully programmable; Emission Modes J3E (single sideband, upper or lower, suppressed carrier telephony) H3E (compatible AM single sideband plus full carrier) A1A, J2A (compatible CW), selectable; F3E (FM)RF Input/Output Impedance 50 ohm nominal, unbalanced; Power Input 26 VDC (21.5 to 32 VDC); Data Interface Synchronous or asynchronous (RS-232C; MIL-STD-188-114A); Sensitivity SSB: ?113 dBm (0.5 ?V) minimum for 10 dB SINAD; Audio Output 15 mW at 1000 ohm to external handset; Power Output 1, 5, 20 watts PEP/Average -1/+2 dB (1, 5, 10 watts FM); Encrypted Data HF: MIL-STD-188-110B App. C (9600bps and 12,800 bps uncoded), App. B 39 tone (to 2400 bps) Serial Tone (to 9600 bps) STANAG 4285 (2400 bps), STANAG 4415 (75 bps) STANAG 4539 (9600 bps), FSK ((600 bps) VHF: FSK (16 kbps); Frequency Hopping Serial Tone ECCM; COMSEC Interoperability ANDVT/KY-99, ANDVT/KY-100, KG-84C, KY-57 VINSON (VHF), CITADEL (coalition) To be eligible for award, Offeror must be Central Contractor Registered (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://ccr.edi.disa.mil or by calling the CCR Registration Centers at 1-888-227-2423. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price; and (iii) physical characteristics. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Each offeror shall include a completed copy of the provisions at FAR 52.212-3-Offeror Representations and Certifications--Commercial Items (Jun 2006), with the quotation. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant contract: FAR 52.212-4, FAR 52.212-5 (deviation), FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.232-33, FAR 52.233-3, FAR 52.252-2, FAR 52.252-6, DFARS 252.225-7001, DFARS 252.225-7002, DFARS 252-232-7003, and DFARS 252.247-7023 (alt III).
