- This is not a solicitation, but a Notice of Contract Action. The United States Air Force, Air Force Medical Operational Agency, Alcohol/Drug Abuse Prevention/Treatment Office (AFMOA/SGOF), Air Force District of Washington (AFDW), Contracting Division (AFDW/A7KM) intends to award a sole source Firm Fixed Price (FFP) contract to Social Solutions International, Olney, MD, for Mental Health Distance Learning counselor training via a web portal and course packages formatted on CD ROM. The following courses have been packaged as one unit for the Air Force: (1) Theory and Practice of Addiction Counseling; (2) Advanced Ethics; (3) Pharmacology Update 2006; (4) ASAM 101; (5) Understanding the Addictive Process. Counseling Functions: (6) Individual Counseling Skills; (7) Case Management and Referral Services; (8) Crisis Management; (9) Screening and Patient Placement; (10) Treatment Planning and Documentation. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302.1(2)(b)(1)(i), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research, responses from sources sought announcement issued August 28, 2006 for F1ATA96229A100 and is solely within the discretion of the Government. This announcement is not a request for competitive quotations.
