Description
This is a simplified acquisition utilizing FAR Part 12, Commercial Items. The contractor shall provide one (1) each AVA Mixed-Rotor Modification Kit, which meets the specifications for the Smiths Aerospace Accessory Kit described by Smiths Aerospace drawing set 293152, to perform mixed-rotor track and balance function on U.S. Army CH-47 aircraft. This kit shall include an operating system with all necessary software, including the mixed rotors parameter of the current commercial WinRADSCOM version 7.0 1BA. The software shall be a deliverable in the kit and shall consist of a master CD-ROM for updating the Army AVA WinRADSCOM operating system for mixed-rotor track and balance applications. The master CD-ROM shall contain no accessible artifacts of other software not applicable to Army aircraft nor shall it contain aircraft specific script files. Packaging shall be in accordance with best commercial practices. Marking shall be in accordance with MIL-STD-129. Shipment shall be in accordance with best commer cial practices and via a traceable mode of transportation. Shipment shall be F.O.B. Destination to Redstone Arsenal, Alabama. This acquisition is restricted to Smiths Aerospace, LLC, 14200 Roosevelt Blvd., Clearwater, FL 33762. Sole source for this acquisi tion is justified due to Smiths Aerospace being the designer, developer, and sole manufacturer of the AVA. Together the AVA hardware and software components are peculiar and are neither interchangeable nor compatible with similar systems from other manufac turers. Smiths Aerospace holds all proprietary rights to technical data, drawings, and production processes required to support and produce the AVA, to complete depot support, and to upgrade existing software. The government does not have sufficient data o r data rights to allow full and open competition. Therefore, in accordance with FAR 6.302.1, procurement by other than full and open competition is necessary when only one responsible source is available. All responsible sources may submit a quotation whi ch shall be considered by the agency. See note 22.
