- NOTICE OF INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER. This is combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional info rmation included in this notice. This announcement constitutes the only solicitation--a written solicitation will not be issued. There is no solicitation number, for reference use PR Number W74MYF6137N003. The U.S. Army Mecial Research Acquisition Activit y, Fort Detrick, MD anticipates awarding a firm fixed price nonpersonal services purchase order to Kumetrix, Inc., Union City, CA to develop a hand-held cholinesterase assay system using a silicon micro-needle and microelectromechanical systems (MEMS). O bjective to to develop a rapid, accurate measurement of blood cholinesterase activities using rapid sampling and non-invasive techniquest in the field to provide a timely determination of nerve agent exposure by comparison with baseline data for each indiv idual. Kumetrix holds the patent for the silicon micro-needle required for the MEMS devise. This solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 97-04. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items must be included with the offer. The clause at 52.212-4, Contract Terms and Co nditions-Commercial Items, applies to this acquisition. The DFARS clause 252.212-7001 Contract Terms and Conditions..Defense Acquisitions of Commercial Items applies to this acquisition including 252.225 -7001, Buy American Act and Balance of Paym ent Program. NO PRODUCT SUBSTITUTIONS/EQUIVALENT PRODUCTS WILL BE ACCEPTED. All quotations (with capability statements) received within 5 days of publication of this synopsis will be considered by the Government; however, a determination by the Governme nt not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive pr ocurement.
