Description

The proposed contract action is for the subscription services of PIRA Online Global Crude Oil and Petroleum Products Retainer Service. The Government intends to solicit and negotiate with only PIRA Energy Group under the authority of FAR 6.302. Conversely, companies with the capacity to provide the services as described below may submit technical capability statements for consideration. This notice of intent is not a request for competitive proposals. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. PIRA Energy Group provides a service which provides a monthly World Oil Market Forecast, a weekly analysis of American Petroleum Institute data, bulletins that analyze current market data, and an online service to access world oil production, demand, stocks, imports, exports, and other data. The service also includes several special reports and an annual seminar in New York for indepth presentations on many aspects of the energy market. PIRA also provides access to oil consultants on a one on one basis for briefings designed for the needs and individual requests of the client. The subscription allows telephone access to PIRA staff experts to obtain up to the minute analytical support as the market changes. SEE NOTE 25.
