Description
The proposed contract action is for commercial items, which the Naval Medical Center San Diego intends to solicit on a sole source basis under the authority of FAR 6.302. Interested contractors/persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of interest is not a request for competitive quotations. However, all quotes received by September 18, 2006, 10:00AM, Pacific Daylight Time, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for a commercial items contract, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-06-T-0271, is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 541710, Size: 500. This procurement is set aside for samll business. Quotations are due on or before 18 September 2006, 10:00 AM. Pacific Daylight Time to be considered responsive. CLIN 0001: Research Assistant. Statement of Work: Scope: The contractor shall work on an on-call basis in the Clinical Investigation Department at Naval Medical Center San Diego to complete biochemical assays and animal surgeries, and shall be responsible for the creation and maintenance of a digital/analog database. Location: All laboratory work must be conducted in the division of Laboratory Animals at Naval Medical Center San Diego. Contract: Contractor will be expected to work for 28 hours a week for duration of six months at a rate of $28.77/hr for 820 hours. Contractor must be available to work irregular hours on call and on short notice on a 24 hour basis. Minimal Educational and Laboratory Experience: Must have a B.S. degree in the Biological Sciences with extensive laboratory experience. Minimal laboratory experience includes: training in biochemical assays including uv/vis spectrophotometric and fluorometric measurements of lactate/pyruvate ratios, cellular hypoxia, and apoptosis level in tissues exposed to varying levels of ischemia; experience in large and small animal surgery (porcine and rodent surgeries, specifically); anesthesia induction for laboratory animals; and experience with measurement of blood flow through Doppler techniques, microspheres, and electromagnetic flow probes. Must also have documented experience with ELISA measurements of cytokines and RT-PCR measurements of tissue hypoxia transcription factors; documented experience with sterile operating technique; and surgical end-to-end vascular anastomises of small caliber blood vessels. Experience in creating and managing digital/analog databases. Objectives: To complete biochemical assays including uv/vis spectrophotometric and fluorometric measurements of lactate/pyruvate ratios, cellular hypoxia, and apoptosis level in tissues exposed to varying levels of ischemia. To complete measurements of tissue blood flow and oxygenation in real time. b. To perform microvascular surgeries on animals using sterile technique. To create and mai ntain a digital/analog database of the data generated from objectives (a) and (b). Contractor Requirements: The contractor will be expected to complete the following tasks: Contractor shall perform biochemical assays to include uv/vis spectrophotometric and fluorometric measurements of lactate/pyruvate ratios, cellular hypoxia, and apoptosis level in tissues exposed to varying levels of ischemia. The contractor shall perform surgery on animals using sterile technique. Contractor shall perform microvascular surgical end-to-end vascular anastomises of small caliber blood vessels. Contractor shall measure blood flow through Doppler techniques, microspheres, and electromagnetic flow probes. Contractor shall perform RT-PCR measurements of tissue hypoxia transcription factors. Contractor shall create and manage a digital/analog database. 7. Government Requirements: The government will provide the contractor with the necessary laboratory space and supplies.
