Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIRWD), China Lake, CA intends to procure, on an other than full and open competition basis, systems engineering and technical support in the development, testing, and fielding of future Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) systems. The proposed contract will provide for the evaluation of alternatives and initial engineering design to operational deployment of systems that provide image intelligence (IMINT), communications intelligence (COMINT), signal intelligence (SIGINT), and/or measurement and signature intelligence (MASINT) services to the warfighter. Engineering and technical services obtained hereunder will be applied to the design, development, testing, and integration of Navy and National Community-sponsored processing, precision targeting, geospatial visualization and exploitation systems. The total required level of effort (LOE) is estimated to be 97,100 hours. The period of performance (POP) will commence upon award and will continue for a period of five years. Deliveries will be made free on board (FOB) destination. It is anticipated that the proposed contract type will be Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity with the inclusion of performance based task orders. Award to any other source other than Integrity Applications Incorporated (IAI) would result in approximately $3,000,000 of duplicative costs to transfer technology, knowledge, and train qualified engineers and software developers on the details and history of past developments necessary to continue their testing and transition. This training and transfer of expertise would require years to complete and given the fast paced development of threats in the Globar War on Terrorism the requirement to provide rapid response, there is no time to allow another contractor to get up to speed. Accordingly it is in the Government's best interest to pursue an acquisition with IAI using other than full and open competition. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 45b days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a proposal, which shall be considered by the agency. Responses shall be submitted by email to shaleen.lambert@navy.mil or to Commander, Code 210000D (S.
