- NAICS Code: 541620 The U.S. Environmental Protection Agency's Office of Transportation and Air Quality (OTAQ) is soliciting potential offerors, in order to competitively award a time and materials Purchase Order. Under this FAR Part 13 acquisition, the contractor shall develop a model and supporting case studies that can be used by ports, terminal operators (rail and water), and environmental managers to assess various technical and management options for reducing emissions and fuel consumption from drayage activity at port and rail terminals. Options to be assessed by the model include expanded gate hours, appointment systems, chassis pools, virtual container yards, on-dock or near dock rail, and truck scrappage programs. The estimated level of effort for this requirement is 740 hours, and the tentative period of performance is date of award through September 29, 2007.
