Description
This is a combined synopsis/solicitation and this announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This service is to have a contractor provide technical assistance to aid in the development of an environmentally sound reuse plan for Brunswick Naval Air Station (NAS) in ME. Contractor must provide fully trained personnel with the knowledge and expertise to participate in meetings with the Local Redevelopment Authorities (LRA) and the public and to assist in designing development regulations and reuse plans that are environmentally sound to perform the following two tasks: Task #1: participate in planning meetings by participating in conference calls as well as on-site meetings at the Brunswick Naval Air Station (NAS) in Maine; purpose of meetings will be to plan the technical assistance described in task #2, meetings will be either internal with EPA and the LRA and/or public meetings with the host communities and other interested parties, meetings will take place between the summer/fall 2006 and summer/fall 2007; Task #2: design assistance with reuse plans: contractor will assist EPA and the LRA in designing reuse plans, assistance will focus on incorporating smart growth and sustainable design principles into the reuse plans and regulations, assistance will be provided during meetings, workshops and.or design charrettes with EPA, LRA and the public. Materials produced in this task will be submitted to the EPA project officer. Contractor must provide at least one design professional who must posses the following minimum qualifications: ten or more years of work experience in the design field, expertise in planning and designing environmentally sound smart growth development projects, expertise in running and facilitating public meetings and running design charrettes, experience with planning for reuse of the former South Weymouth NAS. In addition to the pricing for each task, contractor must submit the following information: taxpayer identification number, DUNS number, confirmation of registration in the central contractor register (www.ccr.gov), business classification/size, list of key personnel (organization chart) and at least three references to support haing done this type of work before (each reference must include the company/agency name and complete address, name and telephone number of a contact, dollar amount of contract). All proposals and additional requested information is due by NOON, MONDAY, SEPTEMBER 18, 2006.
