Description
NASA/MSFC has a requirement for a Double Planetary Mixer. NASA/MSFC intends to purchase the item from Charles Ross & Son Company on a sole source basis. Competition is impractical for the following reasons: 1. The Ross Model DPM-2 Double Planetary Mixer is the only United Space Alliance (USA) and NASA qualified and approved mixer for the mixing of Booster Trowelable Ablative (BTA) materials and is used at Kennedy Space Center (KSC) to manufacture Thermal Protection System (TPS) material for Flight Critical Hardware. 2. The Ross Model DPM-2 Double Planetary mixer is the only qualified mixer approved by ?test? for use on SRB Flight Hardware and is called out in NASA and USA written and approved procedures for mixing and application of BTA. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov, or fax to 256 544-4988 no later than 4:30 p.m. local time on September 19,2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
