Description

NGA intends to procure, on a sole source basis, updates to a Petroleum Database License from Pennwell, Corp., of Tulsa, OK. In addition, two (2) option items, subject to availability of funds, will be placed on the contract. The options are a license for Data Disclosure Non-Emergency: State and Local and a license for Canadian Data Release. Authority cited is U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Pennwell is the only known source who can provide updates to their licenses and is the only known source to provide both oil information and natural gas data plus all the necessary metadata associated with those datasets. Delivery of updates are required 10 days after date of award and every 4 months thereafter for the period of 22 Sep 06 through 21 Sep 07. Estimated date for release of solicitation is 14 Sep 06 with an estimated date of award on 22 Sep 06. All responsible sources may submit a quote which shall be considered by the agency.
