- Description
- As part of its mission, the National Institute of Standards and Technology (NIST), Analytical Chemistry Division provides measurement traceability for the in-vitro diagnostic industry, hospitals, and clinical laboratories. This work includes development and maintenance of Standard Reference Materials (SRMs). The purpose of this contract is to provide replacement lots for SRMs 965b and 956c. These are frozen human serum-based materials that are modified to produce concentrations at specified levels for glucose in SRM 965b and for sodium, potassium, lithium, magnesium, calcium, and chloride in SRM 956c. The period of performance shall be 120 days from the date of award. This acquisition is 100% set-aside for small business. In accordance with the non-manufacturer rule, the manufacturer and distributor of these supplies must be a small business in accordance with the NAICS code identified. For size purposes, there can be only one manufacturer of the end item being acquired. The manufacturer is the concern which, with its own facilities, performs the primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end item being acquired. The end item must possess characteristics which, as a result of mechanical, chemical or human action, it did not possess before the original substances, parts or components were assembled or transformed. The end item may be finished and ready for utilization or consumption, or it may be semifinished as a raw material to be used in further manufacturing. Firms which perform only minimal operations upon the item being procured do not qualify as manufacturers of the end item. A firm-fixed price contract is anticipated. The NAICS code for this requirement is 33999 with a small business size standard of 500 employees. The competitive Request for Proposal (RFP), RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/ under RFP number SB1341-06-R-0018. THE RFP IS ANTICIPATED FOR RELEASE TO THE VENDOR COMMUNITY ON OR ABOUT JUNE 21, 2006, AND WILL ONLY BE AVAILABLE VIA THE INTERNET AT THE ABOVE WEB SITE.
