- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-06-Q-5373 applies to this combined synopsis/solicitation. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is 500 employees. The Naval Undersea Warfare Center Division Newport (Norfolk, VA Detachment) has a requirement for a quantity of 16 Conformal Coating Removal Systems/Micro Blasting Workstations. The workstations will permit technicians to remove conformal coating from printed circuit assemblies prior to in-circuit testing. The following are the minimum requirements: 1. Workstation must be self contained requiring only Clean Dry LP Air and 115V 60hz power to operate. 2. Work chamber shall be sealed with minimum dimensions of 24?Wide x 12?Deep x 12? High. 3. Work chamber shall contain White and UV lights that can be independently switched on and off. Lights shall be protected to prevent accidental breakage during system operation. The UV light aids the removal of conformal coatings that contain a UV Trace compound. 4. Minimum Media blasting pressure shall be adjustable to 25psi or lower. Maximum Media blasting pressure shall be 100psi or higher. 5. Workstation must effectively remove Urethane, Silicone, Paraylene, Acrylic and Epoxy conformal coatings without damaging underlying components, runs, or printed circuit board. 6. Workstation shall contain a Vacuum System to collect used cutting media and removed conformal coating. 7. Workstation shall incorporate blanket ionization for the work chamber and point ionization for the media stream at the nozzle. 8. Workstation shall contain a Ground Monitor System that provides a visual or audio alarm if ground connections are broken. Alarm shall monitor the Workstation System ground, all internal ground connections, and the operator wrist strap ground. 9. Workstation shall constantly monitor and provide readout of ESD Voltage generated on Printed Circuit Assembly during conformal coating removal. 10. System shall include one year of cutting media required to remove conformal coating cited in item 5 above. Cutting media can be recycled and must be impregnated with an anti-static solution to minimize production of static electricity. Required delivery is 30 days after award, F.O.B. Destination NUWC Detachment, Norfolk, VA. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. A completed copy of FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items must be submitted with quote.
