Description
The Marine Corps Warfighting Laboratory (MCWL), Quantico, VA has a requirement to execute a short bridge contract, on a sole source, task order basis, for a full range of engineering, analytical, technical, and business services. Period of performance for this bridge effort is sixty (60) days, commencing 01 October 2006. While the nature of the continued services that are required under the scope of the proposed bridge contract is generally known, the specific tasks to be ordered and accomplished over the performance period, as well as the allocation of work across MCWL is not specifically defined. These continuation/bridge services are considered to be available from only one source based on the substantial duplication of cost and unacceptable delay that would be realized to compete this short bridge effort in advance of a pending source selection. The proposed contractor has been performing these tasks without interruption for the past 5 years. The current support contract expires on 30 September 2006; however, the follow-on contract which is currently in the last stages of source selection will likely not be awarded before this date. The contracting office is limited in its ability to extend the current contract based on FAR 22.1002-1 and FAR 37.111. It is anticipated that the follow-on contract will be awarded within the desired period of performance of this anticipated bridge contract. The current contract was extended for a period of six months in accordance with FAR 16.505(c)(3). FAR 37.111, entitled Extension of Services, permits award of contracts for continuing services if there are circumstances beyond the control of the contracting office. In addition, 22.1002-1, states in part, under 41 U.S.C. 353(d), services contracts may not exceed five (5) years. The follow-on competitive acquisition for the current MCWL contract support services is currently in the source selection phase and award
