- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-06-T-0157, in accordance with FAR Parts 12 and 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, 19 Apr 06. The North American Industrial Classification System (NAICS) number is 314912 and the business size standard is 500 employees. This is 100% small business set-aside. The U.S. Air Force Academy, Colorado Springs, Colorado has a requirement for purchase of one high quality 40 ft. x 100 ft. event style tent, one 10 ft. x 40 ft. marquee for attachment to tent, flooring for tent and marquee, four propane heaters, five light tracks and accessories. Tent is one each Anchor Industries Navi-Trac model or equal, forty (40) feet wide by one hundred (100) feet long, free standing, box frame supported. Canopy and sidewalls are white in color, fabricated of 17 ounce durable block-out, flame retardant, mildew resistant vinyl laminated polyester, treated to resist leakage. Tent sidewalls are eight (8) feet high and ten (10) feet wide. Half the number of sidewalls have cathedral style windows and the other half are solid without windows. Tent has an ASCE wind rating of seventy to ninety (70 - 90) miles per hour and meets ASCE 7-02 Code for temporary buildings. Tent has brackets with a one hundred (100) lb. load capacity for hanging lights. Tent frame is made of two (2) inch, corrosion resistant, anodized aluminum tubing and includes sidewall bars, rugged castings, and stainless steel hardware. Frame consists of channeled beams to allow top panels to slide into place. Uprights are adjustable eight (8) feet to ten (10) feet and shall include moveable leg kits for relocating the uprights. Marquee is one each Anchor Industries Fiesta model or equal for attachment to tent, ten (10) feet wide by forty (40) feet long, stand alone, box frame supported. Top and sidewalls are white in color, fabricated of 17 ounce durable block-out, flame retardant, mildew resistant vinyl laminated polyester, treated to resist leakage. Sidewalls are eight (8) feet high and ten (10) feet wide. Half the number of sidewalls have cathedral style windows and the other half are solid without windows. Marquee has brackets with a one hundred (100) lb. load capacity for hanging lights. Marquee includes a ten (10) foot long rain gutter. Flooring is 4,400 square feet UltraDeck heavy-duty, locking floor system or equal, sufficient to cover the area of the tent (40 feet x 100 feet) and the marquee (10 feet x 40 feet). Floor modules are capable of being connected in both directions and at any module connection point, including at a ninety (90) degree angle. The underside of the floor module has a multi-directional cable channel for threading power and communication wiring or rope lighting. Modules are in pre-assembled sheets of (3 feet x 4 feet) for quick installation. Heaters are four each low profile, 170,000 BTU propane with electrical on/off and temperature controls capable of being connected to one hundred (100) gallon propane tanks. Light tracks are five each to be attached to tops of tent and marquee, four feet in length with clear light diffusers and capable of being plugged into 110v electrical outlets. Lights are capable of using 75 watt bulbs. Accessories include forty-eight (48) each stakes forty-two (42) inches in length, stake caps, guy ropes for tent and marquee, and straps with ratchets for use at all corners. The following Federal Acquisition Regulations (FAR) clauses apply to this combined synopsis/solicitation and offerors must comply with all instructions contained therein: FAR 52.212-1, Instructions to Offerors-Commercial Items, addenda applies: Contractor shall provide solicitation number, name, address and telephone number of the offeror, unit pricing for all 6 line items and a total price, cage code, DUNS number and size of business. The provisions at FAR 52.212-2, Evaluation-Commercial Items apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsive offeror with the lowest evaluated price that can meet technical specifications. The clause 52.212-4, Contract Terms and Conditions-Commercial Items with the following addenda applies to this solicitation: Required Central Contractor Registration Alternate A (Nov 2003). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) (2) 5, 14, 15, 16, 17, 18, 19, 20, 21, 23, 26, 27, and 31. DFARS 252.212-7001, Contract terms and Conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (JUL 2002) applies to this acquisition. DFAR clause cited in the clause applicable to this acquisition is (a) 52.203-3, Gratuities. Additional DFARS clause cited in the clause applicable to this acquisition is 252.232-7003, Electronic Submission of Payment Requests (Jan 2004). Products submitted as equals that can not be determined to meet all technical specifications will not be considered.
