Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A purchase order will be awarded pursuant to the Small Business Competitiveness Demonstration Program. Pine Bluff Arsenal has a requirement for a contractor to provide parts and labor to u pgrade of air handling unit and cooling coil in 13 each Capehart Housing units. Existing equipment is as follows: a. NCO Capehart Quarters (2 units) - Lennox Model G20Q3/4E-100-01 (gas fired) air handling unit with up flow cooling coil. b. Officers' Cap ehart Quarters (ll units) - American Standard Model TOD0608936AO (gas fired) air handling unit with up flow cooling coil. Contractor shall install 100,000 BTU air handling unit with an 80% efficiency rating and an up flow coil that will be compatible with existing three ton condensing unit. Contractor shall install a TXV valve on the cooling coil to accommodate the higher seer rating required for new condensing units that went into effect in January 2006. Contractor shall recover refrigerant prior to dem olition and reconnect refrigerant lines to new equipment and recharge with refrigerant. Contractor shall connect equipment to existing ductwork and make any necessary transitions. Provide all gas piping necessary to make equipment fully operational and c heck for gas leaks. Install new vent piping system IAW Arkansas State Plumbing Code and shall make all necessary electrical connections to power the equipment. Inspect entire duct system for damage and air leaks and make any necessary repairs. Start up an d check entire system (including existing condensing unit) for proper operation and ensure area is clean of all debris and refuse. Contractor shall be responsible and accountable for compliance with the EPA Clean Air Act (CAA) Section 608, 40 CFR Part 82 and any state and local codes for all refrigerant related work and ensure that all employees are made aware of the content of these proctices. Prior to starting any work Contractor shall complete all required documentation for Refrigerant Compliance Manage ment (RCM) program to include a list of all service technicians names and EPA certification numbers and level of certification; a list of all recovery/recycling units to be used and a signed statement that an EPA Recovery Unit acquisition Certification for m has been sent to the EPA; and , a signed letter/memo addressed to contractor employees that notified contractor technicians to provide the specified refrigerant related information written on a Refrigerant Compliance Manager software Service Order input form. Manpower Reporting Requirements: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contr act.
