DESCRIPTION: The National Park Service, Lake Mead National Recreation Area, is requesting quotes for a Caterpillar D20-4S 20kw Diesel Generator Set or equal, including installation. 1) This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote, #Q8364060420. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 336120; Small business size standard: 1000 employees. All responsible concerns may submit a quotation which shall be considered by the National Park Service (NPS). Quoters shall e-mail or fax their quotations to Judith C. Couch at judy_couch@nps.gov, FAX 702-293-8626. Quotes shall be submitted so as to insure arrival by 2:00 pm PDT, Tuesday, September 19, 2006. Couch, e-mail judy_couch@nps.gov. 2) Equipment and installation description: The Lake Mead Communications system has a facility located at Mt. Wilson (map attached). This site is in need of an emergency backup generator. Generator will be load tested for at least 2 hours before being delivered to the Lake Mead warehouse or actual generator site. A set of operation and maintenance manuals will accompany generator. It is critical that there be an extended warranty of more then 3 years from a company which has representatives in the Las Vegas, NV area for immediate local support when needed. Generator set will be placed on cement slab already in place at the site and a remote monitoring system is required to allow the generator to be remotely started and for the tracking of fuel levels, run times, load levels, starting problems, etc. A microwave at site is available for these links. The contractor will need to provide the type of connections needed for this remote system 1 month after contract awarded so the microwave items can be procured and in place prior to installation. Delivery: The generators will be delivered to National Park Service, Lake Mead National Recreation Area, 101 Katzenbach, Boulder City Nevada, 89005 and will be coordinated 24 hours in advance to ensure there is equipment to off load the truck or the delivery company can off load. Delivery Option: The company assisting with the installation has the equipment delivered directly to the airlift point for Mt. Wilson. Installation: Manufacturer qualified installers will assist with the installation of generator set. This would include setting up diesel fuel lines, Automatic Transfer Switch settings and remote monitoring systems across microwave at site. Site has a cement base on which to install the generator set with conduit running to each building. The diesel tank will need to have transport rings able to sling load them fully loaded with fuel by helicopter to the site. The generator enclosure should also have transport rings or comparable equipment for transport. Lake Mead NRA (NPS) will provide the helicopter support for the site. Total lift weight for unit (IE. Fuel Tanks & Generator) to be lifted will be provided to the Lake Mead Project Manager in addition to any other pertinent information 2 weeks in advance of the installation. A meeting with the NPS project manager will be held 1 month prior to the installation to review project details. 3) Contract line items: Line Item #1: Caterpillar D20-4S or equal Diesel Generator Set 20 kw 120/240V single phase (104 amps) with following: Sound attenuated enclosure (Critical muffler), UL 142 Double Wall 72-Hour run time base fuel tank, Engine mounted radiator, Generator set control panel, Circuit breaker, Lead acid battery set, Batter charger, Jacket water heater, Integral vibration isolators, and Automatic Transfer Switch CTG 100A 2 pole 240V NEMA 3R open transition ATS, Quantity: 1 each, Unit Price:$_____________, Line Item #2: ATS Caterpillar CTG 100A 2 pole 240V N3R or equal, Quantity: 1 each, Unit Price: $____________, Line Item #3: Adder for 16-light remote annunciator panel (if required), Quantity: 1 each, Unit Price: $____________, Line Item #4: 5 year extended service coverage, Quantity: 1 each, Unit Price: $_________, Line Item #5: Installation, Quantity: 1 lot, Unit Price: $__________________. 4) Clauses and Provisions: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In addition to the requirements noted in 52.212-1; quotes shall contain the following: a) contractor provided information that responds to the evaluation factors noted below; b) price proposal for contract lines noted above; c) Quoters shall complete and return with their quotation a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items; d) acknowledgement of any solicitation amendments. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: Technical. Capability of the item offered to meet the agency need; product literature, technical features, warranty features. Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating from all sources contacted by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source." Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
