Description
This requirement in support of the Naval Undersea Warfare Center Division Keyport is being issued as a Combined Synopsis/Solicitation for Commercial Items in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. The solicitation number for this requirement issued as a Request for Quotation (RFQ) N00253-06-T-0241. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Federal Circulars 2005-12. The applicable NAICS code for this requirement is 334220 and has a size standard of 750. Our requirements are: CLIN 0001: 62 Each Radio Modem, Part No. TS4000.05B41WBBA, MFG: Teledesign Systems, Inc. ?Or Equal?. Description as follows: Must be certified to be used by DoD at assigned frequencies between 403-416MHz: Transmit power at 408.025 MHz frequency at 5 Watts; provide Baud Rate of 9600 baud while operating at 12.5 KHz narrow band mode; provide necessary watertight design; supply voltage requirement of 12-16 VDC, size smaller than 5.5? x 3.5? x 2.4?; two RS-232 ports; a BNC RF antenna connector to interface with existing whip antennas. If quoting ?or equal? vendor to provide specifications and documentation for review with Request for Quote. Offers shall be FOB Destination to NUWC Keyport WA 98345-7610 with Inspection and Acceptance at Destination with a required delivery date no later than04 Dec 2006. The following clauses apply to this solicitation: FAR 52.212-1 Instructions to Offerors. FAR 52.212-2 Evaluation ? Commercial Items. Evaluation will be price, quality and past performance. The offeror must be determined to be technically acceptable before further consideration. Quality and past performance data will be obtained from the Navy Red/Yellow/Green ( RYG) database. Evaluation and award shall be based on the lowest RYG evaluated price for a product that is in compliance with the salient characteristics. Quotes/Offers are due no later than 26 Sep 2006 at 0800 hours Pacific Time. Contractors interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all Representations and Certifications, DUNs Number information, and Buy American Act information found in the above clauses and provide email addresses. Contractors shall ensure current registration in the DoD Central Contractor Registration database http://www.ccr.gov. No paper copies of this RFQ / amendments will be mailed. Failure to respond to this RFQ and associated amendments prior to the date and time established may render an offer non-responsive and result in rejection.
