Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Simplified Acquisition procedures in FAR 13 and the format in subpart 12.6, as supplemented with additional information included in this notice. This annou ncement constitutes the only solicitation; quotes are being requested and a writen solicitation will not be issued. W911SA-06-T-0110 is issued as a Request for Quotation (RFQ) and is due by 2:30 PM CST, 25 September 2006. This solicitation is a small bus iness set-aside. NAICS code 332995 with a small business size standard of 500 employees. A firm fixed price contract is anticipated for 25 September 2006 with a delivery date of 22 October 2006. CLIN 0001. 30 EA @ __________________=__________________ SCoPIS, Self Contained Portable Improvised Explosive Device (IED) Simulator, or equal. Required features: Simulate the visual and audible signatures of an IED; Ability to fire at least six pyrotechnic cartridges; Minimum three Multi Purpose Trainer (MPT- 2) firing devices linked to a control unit; Ability to detonate the simulator using radio control, command wire, motion sensor, photo electric beam, trip wire, and through intergration with the multiple integrated laser engagement system (MILES); entire un it housed in a weather-proof case; built-in safety features to include: adjustable delay arming, electromagnetic discharge filters, loose latch features and a built in buzzer to check set up distances; Ability to plug in external devices; and Approved Saf ety Confirmation from Army Developmental Test Command (DTC) at Aberdeen Proving Ground. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. In accordance wi th FAR 39.106, the contractor shall ensure the offered product and all information technology (IT) contained therein shall be Year 2000 Compliant. In furtherance of Federal ploicy and the Administrative Dispute Resolution Act of 1990 (ADR Act), Public Law 101-552 and FAR Clause 52.233-1, Subparagraph (d)(2)(1)(B)(2), the Contracting Officer will try to resolve all post award acquisition issues in controversy by mutual agreement of both parties. PARTIES INTERESTED IN RESPONDING TO THIS RFQ may submit their quote in accordance with standard commercial practice (i.e. quote form, letterhead, etc.) and MUST INCLUDE THE FOLLOWING INFORMATION: Solicitation number, offerors complete mailing and remittance addresses, price per CLIN, discount terms, shipping cost, technical information displaying features of proposed equal for comparison to suggested product, DUNS number, and Tax Identification Number. PROSPECTIVE CONTRACTORS SHALL ALSO complete electronic annual representations and certifications at http://ocra.bp n.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. In accordance with FAR 52.212-1(k), prospective awardee shall be registered and active in the CCR database prior to award. If the Offeror does not beco me registered in the CCR database in the time prescribed by the Contracting Officer (NLT due date/time of solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
