Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Performance Work Statement: Network Performance Metrics - Contractor will conduct an Engineering Analysis to identify important performance metrics addressing future net-centric network testing. This Engineering Analysis should focus on the synergistic performance issues resulting from integration of network com ponent functional performance. The Engineering Analysis should address identification of performance metrics, but also include recommendations on how best to collect the data addressing those metrics through deployment of available, converging, and emergi ng technologies; accepted methodologies in test planning, design and execution; and employment of statistical analysis utilizing the data to address performance issues. The Engineering Analysis should include detailed technical descriptions of protocols, standards, and architectures and include their purpose and use within the framework of the Open Systems Interconnect Model. Immediate Requirement: The Engineering Analysis should be based upon use case derived from network configurations used in key FCS test events leading to delivery of Spin-Out One capabilities considering all five layers of the Battle Command Network from Sensors through the Standards layers. This effort includes a rapid developmental test/technical analysis of the Experiment 1.1 net work architecture. The task involves research, writing, and publishing the Engineering Analysis with audits of progress through informal and formal reviews. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card under Net 30 Terms. Offers are due no later than 1200 hours, Friday, 22 September 2006 and shall be submitted electronically at virginia.miller@epg.army.mil. EVALUATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following best value crit eria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. The Synopsis/ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 2001-23. This is a Small Business Set Aside. The NAICs is 541330 All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluat ion of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Cen tral Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer.
