- ELECTRONIC RFP ANNOUNCEMENT, POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND AMENDMENTS. The Pharmaceutical Management Branch (PMB), Cancer Therapy Evaluation Program (CTEP), Division of Cancer Treatment and Diagnosis (DCTD), National Cancer Institute (NCI), National Institutes of Health (NIH), is recompeting a five-year support services contract. The purpose of the PMB support contract is to: facilitate the management and distribution of all agents supplied on CTEP supported clinical trials with respect to inventory control, order authorization and associated document management; facilitate the management of the investigator and associate registration processes; manage the Enterprise Core Module and associated Help Desk; provide PMB pharmacists the necessary reports, concerning agent usage to facilitate the proper management of their portfolio of agents; facilitate the authorization and distribution of investigational agents for treatment uses, i.e., Special Exceptions and/or Group C/Treatment Referral Center Protocols; and assist the Investigational Drug Steering Committee (IDSC) with the management of their persons database and the collection and verification of Financial Disclosure information for those persons. In addition to providing the PMB with the necessary support resources as outlined above, the Contractor will be expected to provide word processing, data entry, photocopying, filing, telephone, faxing, scanning and other clerical support. Space is provided at PMB/CTEP (the government site), which is currently at 6130 Executive Blvd., Rockville, Maryland, for 10 FTEs. The site includes computers, telephone, scanning fax and copy equipment needed by on-site personnel to perform the activities in the Statement of Work. In addition, the Contractor will be expected to provide and maintain an off-site location including all equipment necessary at that site for other personnel and file storage. The incumbent Contractor is EDJ Associates, Inc. (Contract No. N02-CM-27023 which is scheduled to expire on February 28, 2007). The PMB plans to award a single, incrementally funded, cost-reimbursement, level-of-effort, type contract for a five-year period with a required level-of-effort of 173,900 hours for all five years. The anticipated solicitation issue date is approximately 15 days after the publication of this notice, and proposals will be due approximately 30 days after the issue date. The solicitation is open to all eligible members of the 8(a) program of the Small Business Administration; the procurement is being issued as an 8(a) set-aside.
