- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The Request for Quotation (RFQ) number is PPE60137. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12, under the authority to use simplified procedures for commercial requirements as provided in FAR 13. The North American Industry Classification System code is 339111 and the business size standard is 500 employees. This requirement is set aside for small businesses. The National Institute of Environmental Health Sciences (NIEHS) intends to procure BRAND NAME OR EQUAL Lab Products, Inc. Model No 75160 ARM - Super Mouse 750 Allerzone Micro-Isolator 10-tier double sided high density rack, fully equipped with HEPA filtered air supply and exhaust units, cages complete with water bottles, cap and Stainless Steel Sipper tubes, diet delivery, and card holders. The following salient characteristics apply: 1) Comparable Performance characteristics; 2) ventilated and holds minimum of 140 individually isolated mouse housing units; 3) air supply blower with HEPA filtered supply and exhaust; 4) cages to be complete mouse cage units; 5) stainless steel wire bar lids and water bottle assemblies (Lab Products Model Numbers 75050ZF-GA, #75043M or equal), and cardholders (Lab Product Model Number #30508-EI). Component items must have comparable performance characteristics to applicable brand name model numbers specified. Delivery: FOB Destination to NIEHS, Building 104, 111 TW Alexander Drive, Research Triangle Park, NC 27709, within one hundred twenty (120) days after receipt of award. Basis for Award: Offerors must provide descriptive literature or other materials that demonstrate their offer meets the forgoing requirements. The contract will be awarded to the responsible offeror with the offer that fully meets the requirements of the solicitation provides the best value, with price and technical factors equally important in award evaluation. 52.211-6, Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Governments needs. The salient physical, functional, or performance characteristics that EQUAL products must meet are specified in the solicitation. (b) To be considered for award, offers of EQUAL products, including EQUAL products of the brand name manufacturer, must (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by; (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate EQUAL products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an EQUAL product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision). Mark any descriptive material to clearly show the modification.
