Description
The Department of Homeland Security, Science & Technology Directorate, intends to enter into negotiations on a sole source basis with Dopplertech Incorporated, 9345 South Frontage Rd, Yuma, AZ 85367, for a new contract for technical support in the precision radar tracking of in-flight missiles to support the live fire test of Counter Man Portable Air Defense Systems (Counter MANPADS). This requirement is for that portion of the Program Office-directed Test and Evaluation (T&E) designed for assessing the potential effectiveness of IRCM systems. Two competing laser countermeasure systems will be tested in a Live Fire test program at the Aerial Cable Range (ACR), White Sands Missile Range (WSMR), New Mexico, during 2007. Approximately 40 missiles will be launched at the ACR target during single- or dual-missile missions from co-located or non-co-located launch points. The 3-week live fire test will be preceded by a two-week setup period. The scope of this work includes Pre-test planning and Live Fire. This contract may require access to information at the Secret level and within the category of National Security Information. The contractor must adhere to relevant DHS and DoD Security Classification Guides (SCG). The period of performance will be for approximately 18 months after contract award and will be in Washington, DC and New Mexico. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the identified requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses must be received no later than 2 October 2007, 2:30 PM (EDT). Responses may be e-mailed to the point of contact designated below. See Note 22.
