- The Volpe National Transportation Systems Center (Volpe Center) intends to award an indefinite delivery indefinite quantity (IDIQ) task order contract with task orders that are either cost plus fixed fee or firm fixed price. The proposed action is for marine engineering and design support services for non-real property to support the Volpe Center?s Marine Systems Division mission and to augment the Marine Systems Division?s marine capabilities. The Government intends to solicit and negotiate on a sole source basis under authority in FAR Part 19.14 with Marine Systems Corporation, a service-disabled, veteran-owned small business. Task orders will be issued for marine design support, marine systems analysis, Autocad design services, shipboard inspections, marine business analyses, marine safety analyses, and marine security. For Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small Business and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. The North American Industry Classification System (NAICS) code is 541330 with a size standard of $17 million annual sales.
