- VA Connecticut Healthcare System intends to negotiate a sole source procurement with Dr. John Hartigan, 61 Chestnut Lane, Hamden, CT to provide statistical consulting and education in the following areas: application of Bayesian methods for clinical trial design and analysis; advancing the use of R for statistical analysis and graphics; developing new methodology and strategies for complex data analyses arising from clinical trials, in particular developing methods for handling site specific effects in the analysis of multi-site trials; and serving as a general consultant for the design and analysis of clinical trials. Services shall be needed for approximately 8 hours a month and services shall be provided at VACT's West Haven Campus located at 950 Campbell Avenue, West Haven, CT. This procurement is under the authority of FAR 6.302. Businesses who feel they may be capable of providing these services shall submit all applicable information to VA Connecticut by September 20, 2006. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination based on responses to this notice is solely within the discretion of VA.
