- Department of the Air Force, Air Education and Training Command, Maxwell AFB Contracting Squadron, 50 LeMay Plaza South Bldg 804, Maxwell AFB, AL, 36112-6334 Description The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to TaskStream, 35th Street, New York, NY 10001 to provide E-portfolio service to track faculty qualifications, Maxwell AFB, AL. Authority: 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. NAICS Code 511210. The requirement consists of the following: Statement of Work. AU Faculty E-Portfolio to consist of: 1. Program Objectives a. Have a capability for specific and target scaffolding of work products. b. Enable the university system to collect data on faculty which will be used in AU institutional research and institutional effectiveness efforts, which includes AU and AETC Balanced Scorecard. c. Engage AU Faculty to populate a university database using a user friendly web-based input mechanism. d. Provide 24/7 input and output capability for faculty and administrator. e. Have an OBDC database that can be interfaced with existing AU data systems. f. Provide a mechanism for securing the collected data (ie: password protected, permission driven) G. Provide a means of transferring data from contractor?s system to AU systems. h. Have a means of training faculty and administrators on the use of the E-portfolio and its capabilities. i. The AU institutional logo/banner will be displayed on all system input and output products. j. Use contractor servers and programmers for the system. 2. Overview & Benefits a. Overview: The E-Portfolio will provide a standardized means of collecting, tracking and evaluating Air University faculty credentials. Faculty will input their data via an Internet browser. The faculty data will be stored in an ODBC capable database which Air University will have access and read capability. The service also has an evaluation function, which will rely upon an Air University provided rubric to assess and rate faculty inputs. AU/CF requires the following services. . b. Benefits to Air University: (1) Provides data for use in both regional and PAJE accreditation efforts (2) Engages faculty and garners their support (3) Provides real time data (4) Allows faculty to share information ?personal and professional networking (5) Acts as a convenient mechanism for collecting information to be used by the university in making professional development decisions for the faculty (6) Identifies university required competencies and expectations (7) Serves as an input mechanism for identifying faculty performance (8) Supports AU in today?s resource-constrained environment by AU not having to maintain and support this data collection system. 3. Key Deliverables a. DELIVERABLE 1 - The AU Faculty E-Portfolio (1) Start Date: On contract award date (2) Estimated Delivery Date: Within 30 days of contract award (3) Scope of Project & Deliverables: Services to perform the following work: Operate a means of collecting, tracking and evaluating Air University faculty credentials. Faculty will input their data via an Internet browser. The faculty data will be stored in an ODBC capable database which Air University will have access and read capability. The service also has an evaluation function, which will rely upon an Air University provided rubric to assess and rate faculty inputs. a. DELIVERABLE 2 ? Training to Key Personnel (1) Start Date: TBD (2) Estimated Delivery Date: TBD (3) Scope of Project & Deliverables: Demonstration of AU Faculty E-Portfolio system input, database and reporting capabilities. To include: Training: On site 1 day with a 30 minute executive session to demonstrate capabilities to senior staff (AU/CC and commandants) and a 4 hour session with administrator and school reps. The training will demonstrate system capabilities, site administration, database capture procedures, rubric development and FAQs concerning TaskStream Tools. This will be a firm-fixed type contract. If there are any interested businesses that can provide the specified service, they must respond to this notice before 20 Sep 2005 at 2:00PM. If no responses are received by the above date, a sole source contract with TaskStream will be pursued.
