Description
This is an amendment to the combined synopsis/solicitation for Solicitation Number: Reference-Number-F1W3Q46240A100 posted 15 September 2006. This amendment is to add the Performance Work Statement and equipment list for the synopisis/solicitation stated above. PERFORMANCE WORK STATEMENT PREVENTATIVE MAINTENANCE OF CARDIOVASCULAR AND WEIGHT EQUIPMENT 1. SCOPE OF WORK 1.1. Contractor shall furnish all labor, materials, transportation and equipment necessary to inspect and repair cardiovascular and weight equipment in accordance with (IAW) the PWS. 1.2. The Fitness Center Director or designated representative will approve all parts up to $2,500.00 prior to being installed on equipment. If repair parts exceed $2,500.00, approval is required by the Contracting Officer, All replacement parts required for maintaining equipment will be ordered within 24 hours from time of approval 2. PERSONNELL 2.1. The contractor or designated representative shall meet with the Government personnel designated by the Contracting office to discuss immediate problems. The contractor shall provide the telephone number of the person(s) to call should the need arise. 2.2. The contractor will provide documentation substantiating their service technicians are qualified to service and maintain this equipment identified in the PWS 3. EMPLOYEE IDENTIFICATION 3.1. Contractor personnel must be recognizable as such while in the fitness and community centers. This should be accomplished by wearing distinctive athletic attire. The contractor is responsible for acquiring and maintaining and appropriate number of uniforms to meet their need and their expense. 4. SPECIFIC DUTIES 4.1 Upon arrival, the contractor will work continuously until the repair(s) is completed per the manufacturer?s specifications. The only exception is a delay due to waiting for replacement parts. The contractor will respond to unscheduled service calls within 24 hours of notification. 4.2 Perform preventative maintenance on an as needed basis, at leas twice per week, to include adjusting equipment to manufacture specifications and replacement of worn parts. Coordinate all maintenance with the Fitness Center Director or designee. Equipment to be maintained as follows: 4.2.1 Strength Machines: Inspect cables, bands, bolts, and handgrips. Ensure guide rods are lubricated weekly and are free of buildup. Internal preventative maintenance. 4.2.2 Bikes: Each month, or when needed, check handrails, pedals, and ensure shroud is secure. 4.2.3 Steppers/Step Mills: Clean the step chain assemblies with mild degreaser then re-lubricate with 30W motor oil. Clean the bearing plate with mild degreaser then re-lubricate with multi-purpose grease. Lubricate the step hinges with 30W motor oil or light bearing grease. Lubricate the drive chain with 30W motor oil. Lubricate the step chain assemblies wit 30W motor oil. Inspect the timing belt for any damage. Adjust if necessary. Inspect the frame for rust, chipping paint, or bubbling. Touch up as needed. 4.2.4 Treadmills: Inspect the running belt for alignment and tension. Ensure the power cord is not under the treadmill and away from the elevation screw. Inspect the inside surface of the running belt and the top surface of the running deck for unusual wear. Check whether the belt feels glazed (a smooth almost melted appearance.) Inspect the display panel/keypad for wear. Remove motor shroud and suspend it from the display neck with a Bungee Cord. Vacuum around the motor and its ventilation holes; avoid bumping or damaging parts normally covered by the shroud. To ensure the longevity of the running belt, clean under the running belt with a soft, dry cloth. To clean, slide the cloth between the running belt and deck from one side of the frame to the other. Then hold the edges of the cloth, pull the cloth from the head-roller down to the tail-roller. Wipe the elevation screws down with a clean, dry cloth and coat them with silicon lubricant spray to prevent rust accumulation. Re-wax running deck every 2000 miles. 4.2.5 Cross Trainers: Inspect arms to make sure they are not loose. Inspect and clean back of machine, etc. 4.2.6 Spinning Bikes: Inspect bikes for loose parts weekly, especially pedals. Perform preventative maintenance on spinning bikes. 4.3 Recover old and torn strength machine pads. 5. EQUIPMENT 5.1 Please see the Excel spreadsheet titled Equipment List - F1W3Q46240A100 for the complete list of equipment that must be maintained. 6. MISCELLANEOUS 6.1 The fitness center will have service manuals on-site for the contractor to reference. Any manuals required in addition to the manufacturer?s manual shall be provided by the time contractor at his or her expense 6.2 The Fitness Center Director or designee is required to sign all service reports, verifying the satisfactory completion of the service(s) performed. 6.3 A copy of the monthly invoice shall be provided to the Fitness Center Director or designee.
