Description
POC FOR THIS PROJECT IS MR. ALLEN HARRISON AT FAX: 251-694-3626. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), PERFORMANCE PRICE TRADE OFF (PPTO) SOLICITATION. In general, the work shall consist of the following: MILCON construction contract to construct a maintenance facility a t the REDHORSE compound, Hurlburt Field, Florida. Project will consist of demolition of existing maintenance facility and construction of a new maintenance facility with options of up to three additional bays and associated demolition. Estimated cost rang e of the project is from $5,000,000 to $10,000,000. Solicitation/bid documents should be available on or about 24 Oct 2006. Contracting Officer is Mr. Edward M. Slana. The North American Industry Classification System (NAICS) code for this project is 23 6220. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitat ions. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registrati on for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). b. DUNS Number or CAGE Code. c. Telephone Number. d. E-Mail address. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to self-r egister their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax re quests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to check this web page daily for the solicitation to be posted, and for any posted changes or amendments to this s olicitation. A Pre-Proposal Conference and Contractor Site Visit has been scheduled for 0900 hrs on 01 November 2006. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the solicitation process. Attendance at the conference is strongly recommended. Due to Base Security requirements and limited field staff available for construction contractor site visits, this scheduled site visit will be the only one offered. Individual requests for site visits will not be granted. Contractors will be required to register with Ms. Nancy Henry, seventy-two hours (3 days) prior to the site visit and provide their given name (no nicknames), the project name, name of the company that they represent, and a state drivers license number. Contractors must provide a list with the names of the persons to be attending the site visit on Company Letterhead and FAX it to Ms. Nancy Henry at the numbers shown below. Request for attendance received after the date shown above will not be accepted. The number of attendees is limited to four from each firm.
