Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Indefinite Delivery Indefinite Quantity Time and Material contract with fixed fully burdened labor rates and cost-reimburseable travel and material Contract Line Item Numbers to The Raytheon Company (Raytheon), El Segundo, CA and Goleta, CA, for non-recurring engineering, travel, material, and other direct costs associated with supporting rapidly emerging requirements for Naval Air Systems Command radar systems. Orders will be placed during calendar years 2007, 2008, and 2009. Only those efforts that would have otherwise necessitated the use of an undefinitized contract action and make prudent business sense will be placed under this contracting vehicle. The type of supplies/services to be procured under the contract includes the development and implementation of engineering change proposals, feasibility studies, integration and installation efforts, training, testing support, test equipment, data, and special tooling. As the sole designer, developer and manufacturer of these radar systems, only Raytheon has the requisite knowledge, experience, and technical data requied to successfully complete these tasks without causing unacceptable delays in meeting the Navy?s operational requirements and without substantial duplication of cost to the Government. Furthermore, only Raytheon has the radar system peculiar engineering data and expertise, facilities and test equipment to provide the Government's mimimum needs in a timely manner.
