Description
THIS SOLICITATION IS BEING ADVERTISED AS A "100% HUBZONE SET-ASIDE". The SIC Code for this Solicitation is 237130: The Size Standard is $31,000,000.00. The project will remove and replace new power poles, transformers, primary and secondary electrical conductors, and miscellaneous electrical pole line hardware at various sites on the electrical distribution system at Parris Island. Primary areas of work include the Page Field Training area, Elliot’s Beach training area, Golf Course area, and Malecon Drive. The transmission line at Elliot’s Beach and the Golf Course will be changed from 4.16 kV to 12.47 kV to increase efficiency and reliability. Approximately 600 feet of 7.2 kV, single phase primary line will be constructed on Page Field to complete the distribution loop from the Golf Course area to Page Field Training area. The work on Malecon Drive includes the relocation of circuits E, F, and G away from the road. The relocation of the circuits will involve relocation of all existing utility lines currently installed on all affected poles. This project includes the following major work elements: a. Remove and replace approximately 249 medium voltage distribution poles and all associated line hardware. Provide new hardware for other utilities currently mounted on replaced poles and re-install all affected utilities. b. Relocate 12.47kV circuits E and F away from Malecon Drive by re-building overhead line parallel to the existing circuits. These circuits shall be run underground from existing Switchgear #2 to new riser poles. The trees shall be avoided in the re-built circuit route. c. Relocate 12.47kV circuit G underground from existing Switchgear #2 to new riser on opposite side of Malecon Drive near Building 402. Jack and bore method shall be used for conduit run under the roadway. Spare conduits will be installed for future use. d. Replace existing service for Building 864. Replace secondary service entrance for building and reconfigure existing poles. e. Removal and replacement of several transformers in the Malecon Drive area, Page Field training area, Elliot’s Beach training area, and golf course area. f. Provide replacement underground medium voltage three phase service to Argonne Trailer Park Lift Station. The distribution lines and building services shall be constructed in accordance with the contract plans/specifications and the latest version of the National Electric Safety Code (NESC-IEEE C2) and the National Electric Code (NFPA 70). The Government will award a fixed-price contract resulting from this solicitation to the responsible offeror whose total evaluated price and technical proposal provide the best value to the Government, using LOW PRICE TECHNICALLY ACCEPTABLE methodology. Price and technical factors are considered of equal importance. The Technical Factors to be addressed are: (1) Past Performance, (2) Experience, (3) Technical Qualifications, (4) Construction Schedule. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Proposers should not assume they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue the entire solicitation on or about 14 July 2006. The entire solicitation, including plans and specifications, will be available for viewing and downloading at www.esol.navfac.navy.mil. ALL PROSPECTIVE BIDDERS MUST REGISTER IN THE CCR DATA BASE AT www.ccr.gov. LACK OF REGISTRATION IN THE CCR DATA BASE WILL MAKE AN OFFEROR INELIGIBLE FOR AWARD. The official plan holder's list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR’S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The estimated construction is between $1,000,000 and $5,000,000. The estimated period of performance will be 255 calendar days from date of award.
