Description
The subject RFQ was issued on 05 September 2006. The RFQ is hereby amended as follows: Quotation Due Date: The Quotation due date is hereby extended to 4:30 PM, Washington, DC time, on Friday, 22 September 2006. Prospective Quoters submitted the following questions concerning the RFQ. The questions and the CFTC?s answers are as follows: 1. Question: Please indicate the CFTC's rate per employee per session paid to the current EAP provider for each of the past two years? Answer: CFTC will not release the rates paid. However, the fixed price for EAP services for the last completed performance period (fiscal year 05) was $17,899.00. 2. Question: Who is the incumbent for this program? Answer: The incumbent is Business Health Services. 3. Question: Is the scope of the proposed EAP services for the CFTC the same as the current EAP service contract? Answer: The program services being requested are similar to those being provided under the current contract. 4. Question: Please indicate what additional or lesser services are included in the current solicitation? Answer: Please see Answer to Question #3. 5. Question: What percentage of the employees covered by this EAP plan are covered by other mental health service plans or union plans, which may pay for referred psychological services? Answer: CFTC?s employees have access to the Federal Employee Health Benefits (FEHB) program. The number of employees in a given FEHB plan is not definite and enrollment may change for various reasons including open season and qualified life events. All of the FEHB providers offer some degree of coverage of referred psychological services. 6. Question: How many of the covered employees are subject to Department of Transportation compliance regulations? Answer: None of our employees are subject to the above referenced regulations. 7. Question: What is the historic number of critical incident debriefings provided by the current EAP service during the past two years? Answer: There were no critical incident debriefings provided during the last two years. 8. Question: What is the historic utilization of EAP services (utilization rate of employees using the counseling services) during the past two years? Answer: Please contact Sonda Owens at sowens@cftc.gov for the utilization rates for 2005-2006 (through 3rd Quarter). Except as specified in this Amendment, all other terms and conditions of this RFQ remain unchanged. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (18-SEP-2006); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
