Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is issued as a Request for Quote (RFQ) SP4410-06-Q-9036. This RFQ is for the purchase of equipment for contingency communications capability to support Defense Logistics Agency (DLA) activities while deployed to sites without adequate data communications. The Defense Reutilization and Marketing Service (DRMS), a Primary Level Field Activity (PLFA) of DLA has Headquarters located in Battle Creek, Michigan. The DRMS requires equipment capable of providing high speed internet and Internet Protocol (IP) data services for connectivity to link DLA activities as needed in the continental United States, Europe, Southwest Asia, and Pacific (Korea, Japan, and Hawaii) as required. DLA activities must have the ability to interact with the Tachyon Broadband Satellite solutions already in inventory. Required items are manufactured by Tachyon. TECHNICAL EQUIVALENTS WILL NOT BE CONSIDERED. The resulting contract will be a firm-fixed priced contract. All quotes from eligible offerors shall include a completed FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offerors shall complete them, print them off and submit them with quote. Another option is to complete the representations and certifications electronically through the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/. If an offeror chooses this option, a notice needs to be submitted with his/her quote that this has been done. The following provisions/clauses apply to this RFQ: FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-4, Contract Terms and Conditions - Commercial Items. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and applicable clauses are applicable to the RFQ. FAR 52-212-1 (c) is changed to reflect that the offeror agrees to hold prices for 45 days in lieu of 30 days. The following clause under 52.212-5 applies: (b) (15) (26) (31). The following clause under FAR applies: 52.204-7 Central Contractor Registration (Oct 2003). IMPORTANT NOTICE: Central Contractor Registration (CCR) applies to all solicitations. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. To be eligible to receive an award from a Department of Defense (DoD) activity, you must be registered in the Central Contractor Registration (CCR) database. To register, access the CCR homepage go to www.ccr.gov or call 1-888-227-2423 regarding questions to the CCR. The following clause under DoD FAR Supplement (DFARS) applies: 252.212-7001(a) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Feb 2006). On the left side of the web page, click on PROCUREMENT, then CURRENT SOLICITATIONS, and then locate the RFQ identified above. Questions regarding this combined synopsis/solicitation RFQ must be submitted in writing via e-mail to barry.mowry@dla.mil. The issue date for this RFQ is 19 September 2006, and the closing date is 8:00 a.m. Eastern Time on 25 September 2006. Each bid schedule will be evaluated separately. The Government will make award of each bid schedule to the responsive and responsible offeror(s) whose offer(s) best conform to the solicitation, and provides the lowest price to the Government. Submit complete RFQ packages (electronically or hard copy) in accordance with the solicitation by e-mail to barry.mowry@dla.mil or by facsimile to (269)961-4474. All eligible responsible sources may submit a quote which shall be considered for award.
