Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ61076 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NAICS Code is 236220 and the small business size standard is $31M. The Office of Research Facility (ORF), Office of Acquisitions (OA) has a requirement for repairing and painting the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) Facilities at the National Institutes of Health (NIH). The interior and exterior finishes of all the NIH AAALAC accreditation animal care and use facilities must be constantly maintained for AAALAC certification. These services are needed to assure that the spaces where animals are housed comply with AAALAC requirements. AAALAC Accreditation maintenance painting shall include but not be limited to the following Animal Care Facilities: Buildings 4, 6B, 8, 10A, 10ACRF, 10B2B, 10MIF, 14A, 14BN, 14BS, 14C, 14DN, 14DS, 14DFDA, 14E, 14F, 14G, 14H, 28, 30, 36, 37, 40, 41, 49, 50, 100, 102, 103, 104, 110, 110A, 112, 127, 128, 132, T-1, T-18, 5 Research Court, and Twinbrook II. GENERAL REQUIREMENTS: The Contractor and his employees and subcontractors shall become familiar with and comply with the following regulations: Safety: The Contractor shall not use any materials or chemicals which may be a physical or health hazard without receiving prior written approval from the Project Officer and the Division of Safety. Along with the written request for approval, the Contractor shall submit the manufacturer's specifications and a Material Safety Data Sheet. Parking: Specialty contractors shall use paid visitor lots. When it is essential that the specialty contractor's vehicle be in close proximity to the work area, the contractor may request special exception through the Project Officer. The Project Officer will notify the Division of Public Safety for specific instructions. Occupational Health: The Contractor shall comply with all applicable federal, state, and local laws, regulations, ordinances, codes, and orders relating to safety and health. Security: The Contractor shall subscribe to all NIH security requirements for entry to the facility. A list of employees including birth dates for NIH security evaluation may be required prior to commencing work. All contract employees must present photo identification for entry into the facility. During Orange or higher national alert level, contractor employees will be expected to provide two forms of identification. CONTRACTOR RESPONSE & SCHEDULING Notify Woody Inscoe (301-402-3327), Technical Support Team, PRIOR to beginning work for scheduling, joint site survey, and facility clearance. Notify at CONCLUSION of project for inspection and approval for payment. The Contractor shall have all work completed prior to 60 days from date of notification to proceed by Project Officer. Completion as specified shall include site clean up and removal of materials. The Contractor shall schedule his work so as to cause the least amount of interference with NIH operations. Work schedules shall be subject to the approval of the Project Officer. MATERIAL REQUIREMENTS All materials must comply with specifications set forth in AAALAC requirements. PERFORMANCE REQUIREMENTS Deliver maintenance painting services to maintain interior and exterior animal care and use facility finishes in compliance with AAALAC and FDA regulations. Services are to be delivered on a rotating basis to subject areas. Related services will include repairs to subject building surfaces, preparation of surfaces, and site protection. Provide customer service and support to Animal Program Facility Managers, Facility Contractors, and Facility Coordinators. QUALITY ASSURANCE All work shall be performed in compliance with industry standards and guaranteed against defects in materials and workmanship for a period of one (1) year. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, is applicable. Specific evaluation criteria are: 1) contractor must have a minimum of 1 year experience working in a biomedical laboratory animal facility; 2) contractor must have experience in providing a pin-hole free finished wall surface using water-based epoxy paints, consistent with the finish quality of painted surfaces required in an AAALAC accredited animal facility; 3) contractor must be able to provide detailed schedules and progress reports on a bi-monthly basis; 4) contractor must be able to provide security clearances on all of their staff prior to getting access to the animal facilities; 5) contractor must have experience and understanding of the collaboration needed to perform their work with minimal disruption to the daily operational activities of the animal facility; 6) contractor must have experience with the identification, interpretation, and handling of areas posted with biohazard signage; 7) contractor must have experience and understanding of a normal traffic pattern in a barrier animal facility; 8) contractor must have experience with chain of communication found in animal facilities; and 9) contractor must have experience with security procedures at government facilities to minimize delays in meeting schedules. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items, applies to this acquisition. The quotation, one original and two copies, must be received on Monday, September 25, 2006 no later than 5:00pm.
