- DHS, S&T, Office for Interoperability and Capability (OIC) intends to enter into negotiations on a sole source basis with SEARCH, The National Consortium for Justice Information and Statistics, 7311 Greenhaven Drive, Suite 145, Sacramento, California 95831. The proposed acquisition will be for a one-year base period. DHS, S&T, Office for Interoperability and Capability (OIC) provides research, development, testing and evaluation, guidance and assistance for local, tribal, state, and other federal public safety agencies working to improve public safety response through more effective and efficient interoperable wireless communications. OIC has a requirement to develop a nation-wide standard of training for ICS Communications Unit Leaders (CUL) to establish a National Incident Management System(NIMS)-compliant, all-hazards basis for the Communications Unit Leaders Training program. This will be done through a four-phased approach. The first phase will develop an all-hazards Communications Unit Leader task list. The second phase will create a core training curriculum for the CUL Training program in accordance with the National Standard Curriculum Training Development Guidance-July 2005. The third phase will require the Contractor to conduct two courses based on the pilot core curriculum. This phase will allow for improvements and provide recommendations for the final development. The fourth and final phase will require the Contractor to complete the development of the standardized, NIMS-compliant training program for ICS Communications Unit Leaders.The training will be required to utilize practitioners, public officials who have the best insight into the needs and expectations of public safety, which is parallel to OIC being a practitioner-driven program. This entire effort will be a rapid capability encompassing twelve months. This is a Notice of Intent to Award. See Note 22.
