Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F1B3F36177A100 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 4 Aug 06. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 236210, with annual gross revenue not to exceed $31 million. Statement of Work: SAFETY RAILING FOR LIVE FIRE TRAINING STRUCTURE PART 1-GENERAL 1.1 PURPOSE: This Training Structure will be used exclusively to provide a safe and controlled training environment for Fire Fighters and Emergency Rescue Personnel. The Fire Command Training Structure is designed with controlled and monitored environments, which replicate actual emergency and rescue conditions, complimenting trained instructor presented hands on and classroom presentations. 1.2 DESCRIPTION: Altus AFB has ?The Deputy Chief? (http://www.firefacilities.com/deputychief.asp) fire training facility. The existing pitched working roof has a requirement for adding the OSHA approved and certified "Roof Railing Systems", to prevent accidental fall from the elevated training area / surface. The railing system must be able to support bearing weights per OSHA standards. The railing system must be fully welded and hot dipped galvanized to prevent premature material failure and maintenance. 1.3 MATERIALS REQUIRED Safety Railing to enclose gable roof section. Non-slip coating for gable roof. Ladder hook bars. 1.4 STRUCTURAL INTEGRITY AND STANDARD DESIGN CRITERIA: All steel making up the hand railing systems shall be new and free of defect. All rails shall be schedule 40 or better. All upright stanchions shall be schedule 80 pipe or better. All railing and uprights shall be fully welded and ground smooth. All railing and uprights shall be hot dipped galvanized. Uprights stanchions shall attach to the steel joist system. NO EXCEPTION SHALL BE MADE TO THE STRUCTURAL STEEL INTEGRITY AND STANDARD DESIGN CRITERIA. 1.5 MATERIALS AND FINISHES: All materials shall be new and shall conform to applicable ASTM specifications. All materials used in the assembly of the railing systems at a minimum shall be hot dipped galvanized exterior, all welded safety-rail systems. NO PRIMER OR PAINTED SURFACES SHALL BE ALLOWED NO EXCEPTIONS. PART 2-INSTALLATION 2.1 GENERAL: Follow the plans and details supplied by the manufacturer for installation and application of all materials. 2.2 FASTENERS: All fasteners shall be electro-Plated or galvanized and shall meet and/or exceed connection load requirements. Where required to make this structure weather - tight, fasteners shall be furnished with a contained nylon or rubber washer under the head for sealing 2.3 WEATHER SEALING: If a roof penetrating railing system is offered, rubber boot closures shall be used around each upright as it penetrates the roof materials. NO EXCEPTIONS 2.4 ROOFS AND DECK SYSTEMS: The roof shall have an approved non-slip coating applied. Approximately 560 square foot of roof surface will need coated. Ladder hook bars will need installed just below the peak on each side of the gable roof. The design shall ensure that water flows unobstructed. NO EXCEPTIONS 2.5 ATTACHMENT OF RAILING SYSTEM: Upright railing systems shall attach to the framing of fire structure. NO EXCEPTIONS 2.6 CLEAN-UP At the end of each day check the site and pick all debris and garbage. Insure that all materials are secured in a neat and orderly fashion. Upon completion of installation, all debris, garbage, packing materials, metal shavings, and dirt shall be removed. PART 3-INSPECTION AND WARRANTY 3.1 INSPECTION: Verify that all bolted connections are tight, self-drilling screws with integral washers are seated snugly without washer distortion and rivets have not pulled through the attached materials. Replace improperly set or damaged fasteners. Provide a certification of inspection and use. 3.2 DEFECTIVE WORK Materials, components and assemblies not complying with the manufacturer?s installation recommendations shall be repaired or replaced. 3.3 WARRANTY: The contractor shall certify that the installation and its components have been designed to meet the contract specifications. The contractor shall warrant components to be free of fabricating defects for a period of one year from the date of shipment. This warranty is limited to the replacement of defective parts. The contractor shall extend a one year craftsmanship warrantee on all work performed.
