- The Air Force Research Laboratory-Propulsion Directorate (AFRL/PR), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Force Measurement Systems, 2418 Cypress Way, Fullerton, CA 92831-5146. The NAICS code is 332420. The following item will be procured: CLIN 0001, One (1) Thrust Measurement System. 500lb Single Component Thrust Measurement System including the mechanical hardware and an electric motor for the in-frame calibration system. No computer, software or instrumentation will be supplied. FMS will design and manufacture the system and provide a full and complete check-out witnessed by the customer. The system includes one calibration and one data measurement load string. Each load string consists of a load cell and two universal flexures. Contractors interested in this requirement should submit a technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award Date is 29 Sep 2006. Responses must be received no later than (NLT) 4:00 p.m., Pacific Daylight Time, 28 Sep 2006. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 10 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
